The French Academie d’Agricuture launches a survey on the food system and its transition related to CAP

The Agriculture Academy of France (section of Social Science and section of agriculture policy) launches a survey about the food system and its transition in relation to CAP.
After the Etats généraux de l’alimentation (EGA) which took place in France last fall, the government and Parliament want to “Promote healthy food choices that respect the environment”. The questions of their inclusion in the framework of European agricultural policy and in the field of territorial policies are not resolved. Also the issues related to the compatibility of agri-food policies with the 2015 Paris Agreement on the fight against climate change and the European and French goals of “carbon neutrality in 2050” remain unresolved. The gaps between the EGA conclusions and the dominant logic of the CAP and international agreements will lead to necessary negotiations to harmonize food policies.
Sections 4 and 10 of the French Agriculture Academia therefore propose to confront the French food system, as supported by the EGA, to this double reference supra and infra national. The different European food systems should be analyzed in a comparative way, in their respective relations with Europe and their own territories. We aim at an abandon of the previous “cultivators to consumers” approach and explore their interaction at a time when “the consumers” express their demands.
The first step of this study is a survey aiming at a precise knowledge of the situation in the different European countries on the issue: “Food transition and the CAP”
The 3 Questions
We would be very thankful for your answers to the following questions:
1. What are the major concerns that dominate the issue of food in your country? (agro-ecology, climate change, health, etc.) How is shared the value between farmers, processors and distribution take place? How does the household food budget evolve (according to social categories)?
2. What are the main forces (State, associations, lobbies, media …) that interact in the food transition process, in the commercial channels?
What is the respective importance of the different channels of sale of food products? Are short circuits privileged? Does your country favor directly or indirectly national products? Is there a significant evolution of the law in this item?
3. How do you envisage the role of the CAP in this food transition? By what means does your country intend to implement the food transition (under the 2nd pillar of the CAP?)
